Realm Magic Policies

There have been some conflicting comments arising regarding how magic (be it divine or arcane) is viewed in our various areas. This is understandable, but I thought I'd write up a quick blurb to set some things straight:

In the Empire of Fastheld, Marked Mages are permitted to use the Shadow for non-aggressive reasons providing such use will not cause unnecessary panic or perpetuate anti-Mage sentiments. In a nutshell, don't scare the locals.
Marked Mages are also permitted to use the Shadow for aggressive reasons in self defense when given just cause. In this case, just cause does not include throwing fireballs at Imperial Watchmen "in self defense" because you're being arrested.
Unmarked Mages are not permitted to use their power at all, for obvious reasons, lest they be hunted down. Exceptions can be made for those who have only just become aware of their power, and those who wish to take the Mark.
Obviously, if an Unmarked Mages wishes to remain unmarked, there are ways to go about it without anyone ever finding out the truth.
Clerics have no regulations to adhere to. The Light is a force that requires considerable effort to use for nefarious purposes. Can a Cleric counter a Shadow power just to spite a Mage? Though it may seem vindictive, they can.
[edit] Crown's Refuge
Crown's Refuge has a much more tolerant view of magic than Fastheld does, but any assumption that it is a "free magic" city state is a wrong one.
Though Mages are seen as no different than their Untainted kin, the flaunting of magic is still frowned upon, as is any practice that may endanger any citizen or structure of Crown's Refuge.
Most of this is common sense enforcement: No fireballs in enclosed spaces, for example. The use of Necromancy is, however, something that will get you exiled from Crown's Refuge.
Also, there is a misconception that the Wildlanders think that the Shadow is "a-ok" - they don't. The Wildlanders think that the Shadow Touched are okay, as long as the Shadow Touched in question believe they have control over the power they channel. The Shadow is dangerous and should be avoided in it's pure forms.
No one knows that more than the Wildlanders themselves.
[edit] The Wildlands
The Wildlands are wild and primal and adhere to no law but that of Nature herself. In the Wildlands, anything goes, and all bets are off.
