The Imperial Tribunal has released a report that states that, when the time comes, housing within Light's Reach will be assigned per case, per family, per merchant, with priority given to those who are survivors of the Light's Reach disaster two years ago. There is little detail in the report regarding how Noble Estates will be assigned, but one might assume an auction system may be adopted for that purpose.
